Councillor Francesc Narvaez from Barcelona, President of Polis, welcomes the progresses towards a European policy on urban mobility following the communication by MEP Gilles Savary of the twenty measures of his draft report for the European Parliament, and the pledge by Commissioner Tajani to work for the release of the much awaited European action plan on urban mobility.
Commissioner Tajani announced during the CIVITAS II final conference in Toulouse last week his commitment to pursue his efforts for the adoption of the European action plan on urban mobility. He also presented several measures of interest for Polis members including initiatives to support the deployment of a market for clean vehicles.
Polis particularly welcomes the reference to a European initiative to support cycling in European cities to be presented at the VeloCity conference in Brussels next May 2009 and the support of the Commissioner for a future CIVITAS programme.
Following these announcements, Cllr Narvaez reiterates his "interest in a more ambitious European policy in favour of sustainable urban mobility." He therefore expresses his support to the initiative of the European Parliament and the presentation by MEP Gilles Savary of his draft report on the urban mobility action plan. For Cllr Narvaez, "all the proposed measures are of great interest, and several of them meet the expectations of Polis members."
In particular, Polis members:
- welcome the emphasis on sustainable urban transport plans;
- ask for the extension of the CIVITAS programme;
- welcome the proposal to strengthen European research efforts on ITS;
- support the proposal to consider the creation of new financial instruments for urban mobility to be included in the financial perspectives for 2014-2020;
- expect that the implementation of the European economic recovery plan will benefit urban mobility through:
* the funding of public transport projects;
* the development of a market for clean vehicles for collective transport;
* the use of new technologies as catalyst for a transition towards a new urban mobility culture.
Polis will include these elements, together with further recommendations in more detailed comments on the proposed initiatives which will be made available in the coming days.
